This bill directs the Cannabis Control Commission (CCC) to conduct a comprehensive study and develop a pilot program aimed at creating employment opportunities in the cannabis industry for individuals with criminal justice system involvement. Specifically, the CCC will collaborate with multiple state agencies and organizations, including the Department of Correction, Massachusetts Sheriffs Association, Office of Probation, University of Massachusetts, and workforce development offices, to investigate programs that can help justice-involved individuals enter the cannabis industry. The study will explore training and educational initiatives that can be implemented in correctional facilities, during probation or parole, and after an individual's release. By December 31, 2026, the CCC must complete and report the findings of this study, and by December 31, 2027, develop a pilot program designed to establish career pathways in the cannabis industry for incarcerated individuals, those on probation or parole, and formerly justice-involved individuals. The goal of this legislation is to provide employment opportunities and support workforce reintegration for people who have been involved with the criminal justice system.
