This bill establishes the PFAS (Per- and Polyfluoroalkyl Substances) Public Safety Fund within the Commonwealth, to be administered by the secretary of public safety and security. The fund will be financed through appropriations, grants, settlements, gifts, and investment income, with any unspent balance rolling over to the next fiscal year. The primary purpose of the fund is to support research, development, testing, and purchasing of PFAS-free firefighter turnout gear (protective clothing) that meets or exceeds current National Fire Protection Association (NFPA) safety standards. Specifically, the fund will focus on developing moisture barrier materials and designs that provide enhanced protection for firefighters, including reducing exposure to harmful particulates and combustion byproducts, improving contamination resistance, and making gear easier to clean. Additionally, the fund will support programs and grants related to the disposal of existing turnout gear that contains PFAS, which are known to be potentially harmful synthetic chemicals.
