This bill requires the Executive Office of Energy and Environmental Affairs to conduct a comprehensive study on enhancing statewide recycling programs and municipal waste management. The study will investigate multiple aspects of recycling, including identifying fiscal impacts, regulatory barriers, existing laws, potential grant programs, and infrastructure needs. Specifically, the study will explore the feasibility of expanding recycling resources in public spaces and urban centers, improving curbside and multi-unit dwelling recycling, and developing composting initiatives. The office will also examine the potential for a statewide single-stream recycling pilot program and conduct a detailed cost-benefit analysis of diverted materials. An innovative component of the study involves evaluating the Massachusetts bottle deposit law, proposing a data-driven sunset provision that would repeal the law if the recycling rates for both covered and non-covered materials become equal. By December 31, 2025, the secretary is required to report findings and recommendations, including draft legislation, to several legislative committees, with the ultimate goal of improving and potentially transforming the state's recycling infrastructure and practices.
