This bill establishes a new monthly payment plan for motorists with outstanding tolls, fines, and fees in the Massachusetts Department of Transportation's Pay By Plate and E-ZPass MA systems. Under the new provisions, for debts of $250 or more, the department will offer a payment plan with a minimum monthly payment of $25, during which no additional late fees will be charged. The bill requires the department to regularly review outstanding accounts, proactively contact account holders with debts over $100 through multiple communication channels like email, phone, and address verification. Additionally, the bill prevents the Registry of Motor Vehicles from suspending a person's driver's license or vehicle registration while they are actively participating in and complying with the monthly payment plan. Participants can receive a conditional reinstatement of their license or registration after making at least one payment, and upon successful completion of the payment plan, they will have their full driving privileges restored. The Massachusetts Department of Transportation and Registry of Motor Vehicles are required to implement necessary regulations within five years, and the act will take effect 120 days after passage.
