This bill authorizes the commissioner of capital asset management and maintenance to convey two parcels of land located on Maple Avenue in the town of Upton to the Upton Development Group, Ltd., despite existing state laws governing property transfers. In exchange, the Upton Development Group will provide two other parcels of land to the department of conservation and recreation for conservation purposes. These land parcels are specifically identified on survey plans dated October 13, 2013. If the initially proposed replacement land is deemed unacceptable due to environmental contamination, the Upton Development Group must provide alternative land with equivalent or superior acreage and natural resource value, subject to approval by the division of capital asset management and maintenance and the department of conservation and recreation. This bill essentially facilitates a land swap that allows for potential development while ensuring preservation of conservation lands.
