This bill establishes same day voter registration in Massachusetts, allowing eligible voters to register and vote on the same day during primaries and elections. Under the proposed law, individuals can register by appearing in person at their polling place or early voting site, presenting proof of residence (such as a driver's license, utility bill, bank statement, or student document), and completing a registration affidavit that includes an oath affirming their citizenship, age, voting eligibility, and understanding that providing false information is punishable by up to 5 years in prison or a $5,000 fine. Voters who cannot immediately provide proof of residence can submit a provisional ballot and have up to 2 business days after a primary or 6 days after an election to provide documentation. The bill requires registrars to add newly registered voters to the voter rolls and allows for investigation of potential illegal voter registration or multiple voting. Importantly, voters cannot change their party enrollment at a primary under this new registration method, and the existing right to voting assistance remains in place for individuals registering on the same day.
