This bill aims to improve the standards for Clerk Magistrates in Massachusetts by establishing new educational and training requirements. Specifically, the bill mandates that all newly appointed Clerk Magistrates must have graduated from an accredited graduate law school, and current Clerk Magistrates are encouraged to obtain a graduate law degree within seven years. As an incentive, current Clerk Magistrates who earn a graduate law degree within this timeframe will receive a 10% bonus. Furthermore, all Clerk Magistrates will be required to undergo initial and annual training programs, which will be developed and monitored by the Attorney General in collaboration with the supervising justices of each judicial system in the Commonwealth. The bill recognizes that while the Clerk Magistrate system may undergo significant changes in the future, these educational and training standards represent an important step towards improving the quality and professionalism of these judicial positions.
