This bill introduces a financial incentive program for school districts to encourage students to obtain industry-recognized certifications that have high employment value or academic credit potential. Under the program, districts can receive certification awards of $1,000 per student earning a high-value certification (as determined by the executive office of labor and workforce development) or a certification recognized by public higher education institutions, and $800 for students earning certifications that address regional workforce needs. The bill also allows potential awards for students completing substantial work-based learning experiences like cooperative education programs, internships, or apprenticeships. School districts receiving these awards must allocate at least 80% of the funds to the specific school whose students earned the certifications, and use the money to support certification programs, such as paying instructor stipends or subsidizing certification fees for low-income students. Additionally, the bill provides for certification development awards to help districts create programs that prepare students for these certifications. The Department of Elementary and Secondary Education is required to produce an annual report tracking the program's progress, including details about student certification achievements, with a focus on students from low-income, English language learner, and special education backgrounds. The bill would take effect immediately upon passage, subject to appropriate funding.
