This bill amends Chapter 30 of the General Laws to provide state and municipal agencies more flexibility in selecting culvert and storm sewer pipe materials for state-funded roadway construction projects. Specifically, the bill allows agencies to choose pipe materials with greater autonomy, provided they meet four key technical criteria: (1) the pipes must be designed using the latest American Association of State Highway and Transportation Officials (AASHTO) Load Resistance Factor Design Specifications, with a product performance life of at least 75 years; (2) the pipes must be constructed and inspected according to current AASHTO installation guidelines and testing requirements; (3) the pipes must be made from non-combustible and non-toxic materials that do not risk hydrostatic flotation in evacuation route areas; and (4) the pipes must maintain their hydraulic design capacity throughout the project's lifespan. The bill aims to promote competition and innovation in culvert pipe selection while ensuring technical standards and safety are maintained.
