This bill amends an existing law to require all school districts in Massachusetts to develop and implement comprehensive professional development plans for educators that specifically address racial, cultural, and linguistic inclusivity. The plans must be updated annually and include specific training elements such as creating equitable classroom environments, using culturally responsive teaching methods, integrating diverse learning styles, and addressing gender and racial bias, including implicit bias toward Black, Indigenous, and People of Color (BIPOC). For districts with English learners, the plans must also include training in second language acquisition techniques. The professional development plans must cover principals, teachers, paraprofessionals, and teacher assistants, and will be filed annually with the state's education commissioner. The commissioner is tasked with preparing a statewide assistance plan that evaluates professional development approaches, consults with higher education institutions, and includes data on training for educators working with English learners. The plan must be submitted to the board of education for approval and shared with the legislative education committee, ensuring transparency and ongoing evaluation of these critical professional development initiatives.
