This bill establishes the Community Non-Profit Investment and Grant Program, which will create a community non-profit board tasked with developing and overseeing a grant program for community-based non-profit organizations in Massachusetts. The board, which will be organized under the Massachusetts Cultural Council and composed of local volunteers, will be responsible for determining the program's scope, criteria, awards process, and application solicitation. Eligible organizations must be registered under section eight E of chapter twelve in Massachusetts and perform community-based charitable work. The grants will be subject to appropriation and aim to aid and strengthen non-proprietary and non-profit-making corporations, community chests, funds, and foundations. The board must develop application guidelines, promulgate regulations for award rounds, establish selection criteria, and conduct public outreach to raise awareness of the program. The board is required to prepare and implement the grant program within 180 days of the act's passage, and the legislation will take effect immediately upon its passage.
