This bill establishes a special commission to study and improve the efficiency of Massachusetts Department of Transportation (MassDOT) projects by comprehensively examining current transportation project processes. The commission will be composed of key state officials, including representatives from transportation, legislative, and executive branches, as well as members from professional associations and two public experts appointed by the Governor. The commission's mandate is to conduct an in-depth review of project management, including analyzing internal procedures, permitting processes, regulatory barriers, labor agreements, procurement methods, and project timelines. They will compare Massachusetts' transportation project delivery with other states, explore potential public-private partnerships, and recommend policy or statutory reforms to accelerate project completion. To gather diverse perspectives, the commission is required to hold at least four public hearings across different regions of Massachusetts. Within 12 months of the act's passage, the commission must submit a detailed report with its findings and recommendations to the Governor, legislative leadership, and relevant committees, with the ultimate goal of streamlining transportation infrastructure project development and reducing project timelines.
