This bill authorizes the Massachusetts Registry of Motor Vehicles to develop and implement a comprehensive redesigned license plate system within five years, with several key innovative features. The new plate design will incorporate easily recognizable symbols with corresponding three-character alphanumeric references, reduce the total number of standard characters to four, and utilize advanced technologies to improve plate visibility in poor conditions like nighttime and bad weather. A newly created eight-member Registration Plate Design and Implementation Board, consisting of representatives from various public safety and law enforcement agencies, will oversee the design and establish implementation protocols. The bill also creates a special License Plate Symbol Revenue Fund to support the plate program and potentially distribute funds to charitable programs through specialized plate symbols. Before full implementation, the registrar must conduct a feasibility study in consultation with national motor vehicle administrator associations and relevant agencies, reporting findings to legislative committees within six months. Specialized plate symbols can be developed by private charitable organizations and used upon payment of an additional fee, and the new system must accommodate existing distinctive and low-number plates. The new plate system's sections will take effect 90 days after the feasibility analysis is filed.
