This bill creates two specialized intensive stabilization and treatment units within the Department of Mental Health, one for men and one for women, designed to provide comprehensive care for patients who exhibit persistently aggressive, self-destructive, or intensively violent behavior. These units will be located in a central, secured, and physically separate location and will offer specialized psychiatric treatment including violence assessments, behavioral management consultation, conflict resolution strategies, critical incident debriefings, and transfer evaluations. The units will be staffed by an interdisciplinary team of healthcare professionals such as registered nurses, clinical social workers, mental health workers, psychiatrists, clinical psychologists, and rehabilitation specialists, all of whom will receive specialized training to effectively work with this challenging patient population. After stabilizing a patient's behavior, the unit's staff will develop a detailed plan for safely and efficiently transferring the patient to another appropriate care setting, with the ultimate goal of providing targeted, intensive mental health interventions for individuals with complex behavioral health needs.
