This bill transfers all assets, personnel, documents, and ongoing initiatives of the Massachusetts Community Climate Bank to the Massachusetts Clean Energy Technology Center (MCETC), which will now officially serve as the commonwealth's Green Bank. The MCETC will be tasked with accelerating clean energy adoption, climate resilience, and environmental sustainability by providing financial support and investments across various scales, from residential to commercial projects. The center will prioritize projects that advance Massachusetts' climate goals, reduce greenhouse gas emissions, and promote equitable access to clean energy. Its support mechanisms will include grants, loans, loan guarantees, and debt and equity investments, with a particular focus on initiatives that lower greenhouse gas emissions. Specifically, the MCETC will work with local lenders to offer low or zero interest loans for clean energy and climate technology ventures, including building decarbonization, residential solar, nonprofit solar, electric vehicle loans, and other related financing opportunities.
