This bill establishes a special commission to comprehensively study the high cost of electricity delivery in Massachusetts. The commission will be composed of various government officials and stakeholders, including representatives from the executive office of energy and environment affairs, the commonwealth utilities commission, energy resources department, attorney general's office, and clean energy technology center. Additionally, the commission will include four members appointed by the governor representing low- and middle-income residential consumers, municipal interests, distribution companies, and a chamber of commerce, as well as two representatives each from the state house and senate. The commission's mandate is to investigate multiple aspects of electricity delivery costs, such as factors driving high delivery charges, potential policy recommendations to reduce these charges, comparative practices in other jurisdictions with lower delivery costs, long-term cost trends, and proactive strategies for minimizing future expenses. By December 31, 2025, the commission is required to submit its findings, recommendations, and proposed legislation to the clerks of the house and senate and the chairs of the telecommunications, utilities, and energy committee.
