This bill amends Chapter 118I of Massachusetts General Laws to establish new requirements for medical record requests. Specifically, providers (healthcare professionals or institutions) must now supply patients or their authorized representatives with complete and current medical information within 15 business days of receiving a written request. The information must be provided in terms the patient can reasonably understand. Patients can request copies of their entire health record or specific portions related to a particular condition, including laboratory reports, x-rays, prescriptions, and other technical medical information. The provider can charge a reasonable cost for these records and may offer a summary of the record with patient consent. Providers are allowed to exclude speculative notes about the patient's health condition but must include all information necessary for the patient's informed consent. This legislation aims to improve patient access to their medical information and ensure transparency in healthcare documentation.
