This bill aims to create efficiencies in the cannabis employment process by introducing a new "agent registration card" system for marijuana establishment and laboratory employees. The bill defines an agent registration card as an identification card issued by the cannabis commission to employees or agents (but not licensees) that allows them to work in marijuana-related establishments. Under the new provisions, employees, agents, volunteers, or other people working in marijuana cultivation, harvesting, preparation, packaging, storage, testing, dispensing, or transportation must register with the commission before starting work. The registration card will be valid for six years and requires the agent to submit a self-attestation form every two years to verify ongoing compliance with registration requirements. Importantly, licensees will be responsible for verifying the validity of these agent registration cards. The bill also provides a notable benefit for social equity program participants and their employees, as the commission will not charge a fee for their agent registration card requests. The cannabis commission is given one year from the act's effective date to develop or amend regulations to implement these new provisions.
