This bill establishes a comprehensive commission to study the availability of care for individuals with substance use disorder (SUD). The commission will examine the regional accessibility of various treatment levels, including detoxification, clinical stabilization, transitional support, residential recovery, and outpatient services. Its key objectives are to assess the appropriate capacity for each care level, identify barriers that individuals encounter during treatment progression (such as funding, program space, transportation, and housing), and develop recommendations for improving the continuum of care. The commission will be composed of diverse stakeholders, including legislative leaders, state agency representatives (from Health and Human Services, MassHealth, Public Health, and Mental Health), healthcare and addiction recovery organizations, and medical associations. The members will be appointed within 30 days of the bill's effective date, with the first meeting to be convened within 45 days of all appointments. The commission is required to submit a detailed report with specific proposals, recommended legislative drafts, and implementation monitoring to the Senate, House of Representatives, the Joint Committee on Mental Health, Substance Use and Recovery, and the Governor within one year of its establishment.
