This bill establishes the Access College Early (ACE) Program, which will provide needs-based financial assistance for high school students in Gateway Cities to participate in the Commonwealth Dual Enrollment Partnership (CDEP). Gateway Cities are municipalities designated by Massachusetts as having specific economic and demographic characteristics, typically smaller industrial cities with lower-than-average income levels. Under this program, students who live in or attend high school in a Gateway City and qualify for free or reduced-price lunch through the federal school meals program will be able to participate in dual enrollment at no cost. Dual enrollment allows high school students to earn college credits while still in high school, and this specific program will enable eligible students to earn up to 24 college credits. The program will be administered by the state department of education, subject to available funding, and aims to increase access to higher education for students from economically disadvantaged backgrounds in targeted urban areas.
