This bill requires the secretaries of health and human services and elder affairs to direct health, public safety, and emergency management professionals to provide care for older adults and people with disabilities during emergencies based on five resilience factors: demographic, physical, psychological, spiritual, and socio-cultural. Specifically, councils on aging and local housing authorities must develop a confidential inventory of service and support needs for older adults and people with disabilities, which will be shared with state emergency professionals while protecting individual privacy. The inventory must include contact information, specific individual needs (such as medical equipment, medications, mobility aids), and essential services requirements. The detailed needs assessment must also identify critical support needs like electrical power, communication systems, flood protection, designated shelters, and alternative locations that can accommodate older adults, people with disabilities, and their pets. The goal is to ensure these vulnerable populations receive comprehensive, personalized support during public health, environmental, or technological emergencies, with a focus on maintaining their physical and mental well-being while respecting their rights and autonomy.
