This bill proposes creating a special commission to comprehensively study classroom temperatures in Massachusetts public schools. The commission will include representatives from various educational, governmental, and professional organizations, such as the Secretary of Education, Department of Elementary and Secondary Education, Department of Public Health, Massachusetts Teachers Association, school committees, and parent-teacher associations. Specifically, the commission will investigate minimum and maximum allowable air temperatures in public school classrooms, collect statistics on air-conditioned schools, examine the impact of indoor air quality on children (particularly those with respiratory conditions or special needs), and review the Commonwealth's funding and bidding processes for installing air conditioning and heating upgrades. The commission must hold its first meeting by December 1, 2025, and submit detailed findings, recommendations, and potential legislation to legislative clerks and the joint committee on education by December 1, 2026. The group will consist of 15 members, including state officials, educators, a school nurse, two teachers who have experienced classroom temperature challenges, and four legislators (two from the House and two from the Senate).
