This bill establishes a commission to examine the potential impacts and legal implications of advanced technology and the internet on protecting individuals from harm, abuse, and exploitation. The commission will be composed of representatives from various government agencies, law enforcement, legal organizations, and advocacy groups, including the Attorney General, chairs of judiciary and technology committees, minority leaders, court representatives, and directors of civil liberties and victim support organizations. The commission will specifically investigate four key areas: (1) false impersonation using an individual's name, likeness, or identity without authorization and with intent to harm or defraud; (2) the creation and distribution of digitally altered videos that misrepresent a person; (3) the exchange of sexually obscene private conversations between identifiable adults; and (4) the expectation of privacy regarding text messages. The commission is required to submit an interim report by December 31, 2026, and a final report with legislative recommendations by July 31, 2027, to the judiciary, technology, and ways and means committees.
