This bill establishes a comprehensive congressional review process for any presidential actions related to terminating or waiving sanctions against Iran. Under the bill, before the President can end or waive sanctions from key existing laws like the Iran Sanctions Act or the Iran Freedom and Counter-Proliferation Act, they must submit a detailed report to specific congressional committees explaining the proposed action. The report must specify whether the action is intended to significantly alter U.S. foreign policy toward Iran, and if so, must provide additional details about the anticipated national security impacts and original policy objectives of the sanctions. Congress then has 30 calendar days (or 60 days during certain summer months) to review the proposed action, during which the President cannot implement the proposed sanction relief. If Congress passes a joint resolution of disapproval, the President is further restricted from taking the action, and if a joint resolution of approval passes, the action can proceed. The bill includes specific procedural guidelines for how these joint resolutions will be introduced, considered, and voted on in both the House of Representatives and the Senate, ensuring a structured and transparent review process for potential changes to Iran sanctions.
