This resolution condemns the Cuban government's systematic human trafficking and forced labor practices involving Cuban medical professionals deployed to other countries, based on the 2024 Trafficking in Persons (TIP) Report which designated Cuba as a Tier 3 country for failing to meet minimum anti-trafficking standards. The resolution highlights that the Cuban regime profits between $6-8 billion annually from its labor export program, keeps significant portions of workers' wages, confiscates passports and credentials, subjects workers to surveillance and strict controls, and threatens workers and their families if they attempt to leave the program. The House of Representatives recognizes these practices as gross violations of international human trafficking and forced labor treaties, urges foreign governments to pay Cuban medical workers directly and reject exploitation, calls on the U.S. President to use visa revocation authorities against officials involved in these schemes (including those from Brazil, Cuba, and the Pan American Health Organization), and approves policy changes aimed at restricting visa issuance to individuals exploiting Cuban labor.
