This bill would prohibit atmospheric modification techniques in North Carolina, specifically defining such activities as stratospheric aerosol injection (SAI), cloud seeding, and electromagnetic radio frequency emissions that are intended to alter temperature, weather, sunlight intensity, or impact the environment, agriculture, wildlife, human health, aviation, state security, or the economy. The bill adds a new legal definition of "atmospheric modification" to existing state law and makes it illegal to intentionally inject, release, or disperse chemicals or substances into the atmosphere for the purpose of modifying atmospheric conditions. The only exception to this prohibition would be the application of pesticides via aircraft that are licensed by the Pesticide Board. The Environmental Management Commission would be responsible for creating rules to implement the ban, and the law would take effect immediately upon becoming law.
