To support this transition, the bill creates a drone replacement grant program within the Department of Homeland Security, which will provide funding to public safety agencies to replace non-compliant drones with U.S.-made alternatives. The Secretary of Homeland Security can waive these restrictions in specific circumstances like emergency situations or criminal investigations, but must notify the Legislature. Eligible replacement drones must meet certain certifications, such as those from the Defense Innovation Unit or the Association for Uncrewed Vehicle Systems, ensuring that new drones meet U.S. security standards.
