This bill amends Michigan's Natural Resources and Environmental Protection Act to modify deer hunting license regulations. Specifically, the bill changes existing rules about deer license eligibility and fees. Under the new provisions, only individuals holding a valid base hunting license can purchase deer or antlerless deer licenses, with the standard deer license fee remaining at $20.00. A significant new feature is that license holders may now obtain two antlerless deer licenses each year at no cost, whereas previously there was no such provision. The bill also maintains a nonrefundable application fee for antlerless deer licenses (not to exceed $5.00) and allows the department to issue kill tags with licenses, which must bear the license number. Additionally, the legislation permits residents to purchase a second deer license, though senior discounts will not apply to this second license, and sets a fee of $170.00 for nonresidents seeking additional deer or antlerless deer licenses. The department retains the authority to issue orders specifying the type of deer that can be taken and the geographic areas where licenses are valid, in order to effectively manage deer populations.
