This bill requires public and nonpublic schools to implement a mobile panic alert system for school security emergencies, funded by the state school aid act of 1979, beginning with the 2025-2026 school year. * The Department of Technology, Management, and Budget will procure a mobile panic alert system for all public and nonpublic schools. This system must be capable of connecting local and state law enforcement, school faculty and staff, and first responder agencies for real-time coordination with 9-1-1 and other emergency services. It must also directly integrate with public safety answering point infrastructure to transmit 9-1-1 calls and maintain two-way communication. * Schools already possessing a panic alert system that meets the requirements can apply for an exemption. The Department of Technology, Management, and Budget, in consultation with the Department of State Police, will evaluate these exemption requests. * Failure to comply with the panic alert system requirement or obtain an exemption may make a school ineligible for school safety grants from the Department of State Police for the fiscal year in which the noncompliance is discovered.
