AI Summary
This bill introduces comprehensive regulations for short-term rentals in South Carolina, giving local governments significant authority to manage and control such properties. The legislation defines key terms like "short-term rental" (a residential dwelling rented for less than 29 consecutive days) and establishes a framework for municipal and county regulation. Local governments can now enact ordinances that require registration, limit the number of short-term rental properties, mandate a local representative for each property, impose inspection and maintenance regulations, establish service fees, and even completely prohibit short-term rentals within their jurisdiction. The bill also requires property owners to maintain a $1 million commercial liability insurance policy and obtain a business license. Additionally, the legislation modifies tax regulations by removing the exemption for rental facilities with fewer than six sleeping rooms and defining an "accommodations intermediary" for tax purposes. The bill also extends the period during which a vacation rental agreement remains enforceable after property transfer from 90 to 180 days. The changes aim to provide clearer guidelines for short-term rentals while giving local governments more control over their regulation and potential impact on local communities.
