This bill establishes a permanent program at the Florence McClure Women's Correctional Center to provide free daily telephone calls between incarcerated women and their family members. Specifically, the program will allow each offender a 15-minute phone call at no charge each day, with the goal of maintaining and encouraging family connections. The bill also regulates communication service charges by prohibiting the Department of Corrections from charging offenders more than the actual cost of audio or video calls and requires that any communication service contract include provisions for refunding money deposited into an Incarcerated People's Communication Services (IPCS) Account, in line with federal regulations. To support this initiative, the bill includes a financial appropriation of $246,046 for fiscal year 2025-2026 and $253,602 for fiscal year 2026-2027 from the State General Fund. The legislation clarifies that these free calls do not override existing legal restrictions on communication, such as court orders prohibiting contact with specific individuals. The bill will become effective on July 1, 2025, and builds upon a previous pilot program established by Senate Bill 234.
