AI Summary
This bill provides a graduated homestead tax exemption for senior citizens (defined as residents 65 years or older) in the Spalding County school district, specifically for ad valorem taxes used for educational purposes. The exemption amount depends on the homeowner's annual income: residents with annual income up to $25,000 will receive a 100% exemption on their homestead's assessed value, those with income between $25,000 and $53,000 will receive a 50% exemption, and those with income over $53,000 will receive a 25% exemption. The exemption applies only to the Spalding County school district's educational taxes and does not include taxes for bond repayment or other governmental purposes. To qualify, senior citizens must file an initial application with the Spalding County tax commissioner, providing age and income information, after which the exemption will be automatically renewed each year. The bill requires a referendum election in November 2025, where voters in the Spalding County school district will decide whether to approve the tax exemption, and the exemption will take effect on January 1, 2026, if approved by a majority of voters. The bill also stipulates that it must receive a two-thirds majority vote in both the Georgia Senate and House of Representatives to become law.
