This bill requires the Secretary of the Treasury to conduct a comprehensive study on tariff rates and their potential discriminatory impacts, to be completed within one year of enactment. The study must examine how U.S. tariffs might be regressive (disproportionately affecting lower-income consumers) or demonstrate gender bias, by analyzing tariff rates on consumer goods. Specifically, the study will investigate whether tariffs are higher on mass-market consumer goods compared to luxury items, whether certain tariffs are more burdensome on goods typically purchased by women, and how these tariff impacts vary across different household types (such as single-parent versus two-parent families) and income levels. The Secretary is to coordinate with U.S. Customs and Border Protection, the International Trade Commission, and the U.S. Trade Representative, and will submit the study's findings to Congress. The aim is to provide a detailed analysis of how tariffs may unequally affect different consumer groups, potentially highlighting unintended economic disparities in the current tariff system.
