This bill establishes the Joint Task Force to Counter Illicit Synthetic Narcotics (JTF-ISN), a multi-agency task force designed to address the ongoing opioid crisis in the United States. The task force will be composed of representatives from various federal agencies including the Departments of Justice, Treasury, Homeland Security, State, Commerce, Defense, and the Office of the Director of National Intelligence, with a Director appointed by the President and confirmed by the Senate. The primary mission of the JTF-ISN is to coordinate efforts to disrupt and investigate illicit synthetic narcotics trafficking, with a particular focus on legal actions against traffickers and foreign entities, especially those in China. The task force will have the authority to investigate federal law violations related to synthetic narcotics trafficking, facilitate inter-agency information sharing, develop strategic plans, conduct joint operations and raids, and assess and improve investigation methods. The bill specifically limits the task force's scope to counter-opioid efforts and prohibits investigating or targeting individuals for personal drug use or low-level drug dealing. The Director must submit comprehensive reports to congressional committees every 180 days, detailing the task force's goals, collaborative efforts, budget priorities, and specific actions taken to combat synthetic narcotics trafficking. Importantly, each participating agency will retain its existing investigative and prosecutorial authorities.
