This bill establishes a 5-site pilot program for non-profit therapeutic psilocybin treatment centers across different regions of Massachusetts, aimed at providing mental and physical health treatments. The Department of Public Health will develop regulations for these centers, which must be run by trained medical professionals like psychiatrists and therapists who have experience with psilocybin or obtain specialized training. To be licensed, centers must provide a safe treatment space, qualified staffing, participant education and monitoring, access to additional mental health services, security procedures, and community communication strategies, as well as a pricing structure that ensures affordability. The bill provides legal protections for participants, staff, center administrators, and property owners from criminal prosecution or professional penalties related to psilocybin treatment. Centers will be required to obtain local board of health approval and submit detailed reports to the state legislature within 18 months of implementation and annually thereafter, including data on participant visits, referrals, treatment outcomes, and any adverse events. An advisory board composed of medical professionals, veterans, psilocybin researchers, and individuals with lived experience will help develop the program's regulations within one year of the act's effective date.
