This bill establishes the Buy Clean Massachusetts program, which aims to reduce greenhouse gas emissions in construction by requiring detailed reporting and tracking of embodied carbon in construction materials for certain public projects. Starting July 1, 2027, state and local awarding authorities must require construction contractors to submit comprehensive data for covered products (including concrete, steel, reinforcing steel, and engineered wood products) used in projects over 50,000 square feet or with contracts over $3 million. Contractors must provide environmental product declarations, health product declarations, manufacturer information, and product quantities for at least 90% of the covered products' costs. The Division of Capital Asset Management and Maintenance will develop a public database to track this information, with the goal of promoting transparency and encouraging the use of lower-carbon materials. A technical work group will be convened to identify opportunities for growing lower-carbon material manufacturing in Massachusetts, make policy recommendations, and help overcome barriers to adopting more environmentally friendly construction materials. By January 1, 2030, awarding authorities must include specific goals for using lower-carbon products in major capital construction projects over $10 million, aligning with Massachusetts' Clean Energy and Climate Plan for 2050. The bill is designed to support industrial decarbonization, promote small businesses, and reduce the environmental impact of construction projects.
