The commissioner is also granted the discretion to delegate project control to an agency or building authority for projects costing less than $10,000,000, provided that the agency demonstrates the capability to manage the project effectively. For projects estimated to cost less than $1,000,000 or those not involving structural or mechanical work, state agencies and building authorities will retain control and supervision of their own projects. This change aims to provide more flexible management of public building projects while ensuring appropriate oversight based on project complexity and cost.
