This bill aims to enhance transparency in online political advertising by requiring detailed reporting and public disclosure of electioneering communication expenditures. Specifically, any individual, group, association, corporation, labor union, or other entity that spends over $250 on electioneering communications (political ads) during a calendar year must electronically file a report with the director within 7 days of the expenditure. The report must include details such as the name and address of the entity making the communication, the candidate mentioned, the total cost, vendor information, and purpose of the expenditure. For internet advertising, additional requirements include submitting the actual advertisement, demographic targeting information, and the top 5 contributors to the entity. Importantly, the bill mandates that such internet advertising expenditures can only be funded by United States citizens. The bill also requires the director to establish an online public archive that makes these internet advertising communications, their targeting information, and contributor details publicly available, along with any reasons for ad removals. This legislation seeks to increase transparency and accountability in political advertising, particularly in online platforms, by providing voters with more information about the sources and funding of political communications.
