It will also assess the unmet demand for education among incarcerated individuals, evaluate facility resources and infrastructure needed to expand high-quality, workforce-aligned educational programs, and analyze current departmental policies that may impact educational opportunities. The assessment will include surveys of current and former students, higher education institutions providing programs in correctional facilities, and various state agencies to generate recommendations for improving and expanding postsecondary education access in correctional settings. The bill requires a detailed report to be submitted to the state legislature by January 1, 2026, outlining the findings of this comprehensive needs assessment, with the ultimate goal of enhancing educational opportunities for incarcerated individuals and supporting their successful reintegration into society.
