This bill establishes comprehensive safety regulations for storing electric mobility devices powered by lithium-ion batteries in Massachusetts. The legislation defines key terms such as electric bicycles, micromobility devices, and introduces the concept of a Nationally Recognized Testing Laboratory (NRTL), which is an organization certified by the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) to evaluate device safety. The bill mandates that electric bicycles and micromobility devices powered by lithium-ion batteries must be either certified by an NRTL according to specific safety standards (UL 2849 for electric bicycles and UL 2272 for micromobility devices) or stored outside of any building or structure. If outdoor storage is not possible due to space or zoning constraints, devices must be kept in a specialized battery containment enclosure certified to UL 1487 and installed according to fire safety codes. Additionally, the bill requires electrically propelled wheeled devices to be stored at least ten feet from exits and imposes a fine of up to $500 for violations.
