This bill simplifies the process for surviving spouses to transfer vehicle titles at the Registry of Motor Vehicles (RMV) after the death of a spouse. Currently, when a vehicle is leased and the primary leaseholder (the deceased spouse) passes away, the bill allows the surviving spouse to automatically inherit the lease rights and obligations. To complete the transfer, the surviving spouse must submit a written application to the RMV along with a copy of the death certificate, after which a new vehicle title will be issued solely in the surviving spouse's name. Additionally, the bill requires the surviving spouse to submit a sworn affidavit confirming that the vehicle has not been otherwise disposed of through a will, using an affidavit form that will be created by the RMV registrar. This legislation aims to streamline and simplify the administrative process for grieving spouses during a difficult time by reducing bureaucratic hurdles in transferring vehicle ownership.
