This bill restricts the use of anticoagulant rodenticides (pesticides that interfere with blood clotting) by establishing strict regulations for their emergency use. The bill defines anticoagulant rodenticides and creates a process for their limited application only during specific public health emergencies. Licensed applicators will be permitted to use these rodenticides for a maximum of 14 days in a single indoor location, but must accompany the use with integrated pest management techniques, non-chemical methods, and exclusionary measures to control rodents. Additional requirements include clearly labeling bait boxes, providing written justification for using anticoagulant rodenticides over non-toxic alternatives, and submitting a report to the department after the emergency period with an ongoing rodent control plan. The bill allows emergency use for protecting drinking water, controlling disease vectors, and managing emergent infectious diseases. The registration subcommittee is prohibited from registering anticoagulant rodenticides except for these emergency uses, and the department must publish an annual report detailing the emergency use of these rodenticides, including locations, types, and amounts used. The bill is set to take effect on January 1, 2027.
