This bill establishes a special 9-member commission to comprehensively review advancements in educational technology, digital/online learning, and related programs. The commission will include key state education leaders like the secretary of technology services and security, chairs of higher education and elementary/secondary education boards (or their designees), and six additional members appointed by the governor representing various educational and technology sectors, including representatives from UMass Online, the Association of Independent Colleges and Universities in Massachusetts, digital learning technology companies, and large U.S. technology companies with a presence in Massachusetts. The commission's primary objectives are to provide current research and information about educational technology, assess the feasibility of adopting new technologies in state, local, and private educational systems, and explore ways to enhance educational experiences while reducing costs. Specific areas of focus will include improving access for underserved populations, developing public/private partnerships, containing costs, and integrating educational technology in non-traditional settings. The commission is required to complete its study and file recommendations with the Governor and state legislature within 180 days of its members being appointed, which must occur within 30 days of the bill's approval.
