This bill authorizes the town of Swansea to grant up to six additional alcoholic beverage licenses for on-premises consumption (Section 12 licenses) with several specific restrictions. These licenses can only be issued for establishments located in the designated Swansea Mall Redevelopment Area, which is precisely defined by specific road boundaries and zoning map locations. The licenses cannot be transferred to another person, corporation, or organization for five years after original issuance, and any unauthorized transfer will render the license void. The Swansea licensing authority has discretion to restrict these licenses to holders of common victualler licenses and may only grant them to applicants who provide letters from the Department of Revenue and Division of Unemployment Assistance confirming they are in good standing and have paid all applicable taxes, fees, and contributions. If a license is revoked or no longer in use, it must be returned to the licensing authority. While these licenses are subject to most provisions of Chapter 138 of the General Laws (the state's alcoholic beverages law), they represent a special exception to existing numerical limitations on such licenses. The act takes effect immediately upon passage.
