This bill establishes a permanent 17-member commission focused on the education of American Indian and Alaska Native residents in Massachusetts. The commission will include representatives from various state departments such as Early Education, Elementary and Secondary Education, Higher Education, Public Health, Mental Health, and others, with 7 additional members appointed by the Massachusetts Commission on Indian Affairs. Members will serve 2-year terms, be drawn from diverse backgrounds, and will not receive compensation but can be reimbursed for expenses. The commission's primary responsibilities include investigating resources to improve educational opportunities for American Indian and Alaska Native students, creating programs focused on suicide prevention and anti-discrimination, and making policy recommendations to state educational and health agencies. The commission will have broad powers, including selecting an executive director, establishing offices, holding public meetings, soliciting and accepting funds, and submitting an annual report to the governor and state legislature by June 2nd each year. The commission is designed to be an independent agency that supports tribal self-determination and helps ensure that American Indian and Alaska Native students can learn about their heritage and receive comprehensive educational opportunities that prepare them for future success.
