This bill establishes a special Post-Traumatic Stress Disorder (PTSD) Commission within the Executive Office of Health and Human Services, comprising 20 members from various organizations including medical institutions, veterans' groups, law enforcement associations, healthcare professional organizations, and advocacy groups. The commission will have several key responsibilities: developing annual summaries of advances in PTSD research, treatment, and diagnosis; monitoring PTSD-related services across Massachusetts; creating a comprehensive strategic plan to improve health outcomes for individuals with PTSD; investigating PTSD diagnoses and treatments related to the COVID-19 pandemic; and making specific recommendations to advance research, improve treatment, enhance public awareness, improve mental health care delivery, and improve early and accurate diagnosis of PTSD. The commission will be chaired by the Secretary of Health and Human Services or their designee and will submit annual recommendations to the Governor and state legislative clerks by December 31st. This bill aims to create a comprehensive, multi-stakeholder approach to understanding, treating, and supporting individuals experiencing PTSD, with a particular focus on emerging challenges from the COVID-19 pandemic.
