This bill authorizes the Massachusetts Division of Capital Asset Management and Maintenance to transfer several parcels of land located at the corner of Quincy and Crescent Street in Brockton to Catholic Charities Boston for nominal consideration, with the specific purpose of developing a community multi-service center that includes affordable housing. The bill defines "affordable housing" as residential developments where either at least 25% of units are affordable to households earning up to 80% of the area median income, or at least 20% of units are affordable to households earning up to 50% of the area median income. The transfer includes 12 specific land parcels (with assessor's parcel IDs 143-079 through 143-090), and the deed will include a reversionary clause allowing the Commonwealth to reclaim the property if Catholic Charities does not use it for the intended purposes.
