The study must analyze detailed aspects including capital costs for upgrading rail lines and stations, infrastructure improvements, potential high-speed rail options, environmental impacts, funding sources, and first/last mile transportation connections. Additionally, the bill requires an examination of the feasibility of acquiring the Cape Cod Canal Railroad Bridge from the U.S. Army Corps of Engineers and potentially replacing it. The study must be completed within 9 months, and following this, the MBTA is mandated to begin commuter train service between Buzzards Bay station and South Station within 12 months, operating at least 3 morning and 3 evening peak trips on weekdays. The goal is to improve transportation accessibility for Cape Cod residents and explore sustainable, long-term rail service options that align with community commuting patterns.
