This bill establishes a special commission called Massachusetts: NEXT to prepare the state's built environment for future economic development. The commission will include representatives from various government offices, regional planning agencies, municipalities, water authorities, business associations, and academic institutions. Its primary objectives are to create a comprehensive plan that links government, utilities, businesses, and educational institutions to strengthen the economy, provide housing, support emerging technologies, and protect the environment. The commission will collect and analyze data on critical infrastructure and resources such as water, electricity, transportation, food and medical access, land use regulations, and existing built environments. The commission is required to hold at least one public hearing and must submit a detailed report by June 30, 2026, to legislative and executive leadership. The report will include an inventory of current land use, natural resources, housing and business needs, infrastructure, and recommendations for balancing preservation efforts with opportunities for economic growth and development.
