This bill establishes the Quabbin Host Community Trust Fund to provide financial support and representation for communities surrounding the Quabbin Reservoir. The Massachusetts Water Resources Authority will deposit $35 million annually into the fund, which will be adjusted for inflation. At least 90% of the funds must be spent each fiscal year, with 70% dedicated to municipal operations and capital improvements in Quabbin Reservoir watershed communities, up to 25% allocated to non-profit and cultural organizations serving these and nearby river basin communities, and up to 5% used for specific infrastructure projects. The bill also modifies the board of directors composition to include three representatives from Quabbin Reservoir watershed communities in different counties, ensures a minimum annual payment of $50,000 to affected communities as payments in lieu of taxes, and limits board member service to 12 years. Additionally, the bill requires the Massachusetts Water Resources Authority to complete a Water System Expansion Evaluation for several river basin communities by December 31, 2026, and prohibits interbasin water transfers from Quabbin Reservoir until this evaluation is finished. The provisions of the bill will take effect on January 1, 2026.
